Danmarks beredskab mod påvirknings-operationer: minimalistisk tilgang til kompleks udfordring

Påvirkningsoperationer fra fjendtlige stater er en stigende trussel, som kræver et stående beredskab til at forebygge og imødekomme. Skiftende danske regeringer har siden 2018 valgt minimalistisk tilgang i rammen af sektoransvarsprincippet håndteringen denne trussel: task force bestående embedsmænd række ministerier støttet Forsvarets Efterretningstjeneste, skal imødekomme udfordring ved deres primære opgaver. Denne artikel argumenterer for, truslen påvirkningsoperationer såkaldt wicked problem – kompleks problemstilling, der ikke kan løses enkelt aktør alene, fordrer mere netværksbaseret med bred inddragelse offentlige private organisationer civile borgere. Artiklen undersøger den nuværende indsats vejer op imod de teoretiske anbefalinger komplekse problemer. Til sidst drages paralleller Sveriges tilgang, hvor oprettet organisation udelukkende dedikeret håndtering truslen.
